Reporting it to the police

Dial 113 from any phone, or go to the nearest local police station (Cong an phuong) in the ward where the theft happened. Ask for a written, stamped report of the loss for your insurance; English is not guaranteed, so a hotel receptionist or tour guide who can translate helps a lot.

For your insurance claim: Insurers require the stamped police report of the theft/loss from the local station; get it in writing before you leave, as follow-up from abroad is difficult.
