Reporting it to the police
Report a phone theft to the Tourism Police (Turizm Polisi), who handle tourist-specific incidents in English. In Istanbul the Sultanahmet Tourism Police desk is +90 212 527 45 03. Ask for a written report; for the device itself, an IMEI block runs through the carrier and the BTK EIR database.

Blocking your SIM
These are Turkey's carriers - use them if your number is local. If your SIM is from your home country, call your own carrier's lost-phone line instead; nobody here can block a foreign SIM.

Getting back online
Tourist SIMs and eSIMs are sold against your passport. Note the IMEI rule: a foreign phone works on Turkish networks for only 120 days from first connecting to a Turkish SIM/eSIM, after which the device is IMEI-blocked nationwide unless registered (registration needs a residence permit/tax number and a steep fee), so travelers usually keep their home SIM roaming instead.
