Reporting it to the police
File a formal complaint (denuncia) at the local Ministerio Publico / Fiscalia for the state where the theft happened; some states (e.g. Mexico City) offer online denuncia portals. A police report is not required to have your carrier block the line, but you need it for insurance. Tourists can also contact the state tourism assistance line or their own embassy for help.
Blocking your SIM
These are Mexico's carriers - use them if your number is local. If your SIM is from your home country, call your own carrier's lost-phone line instead; nobody here can block a foreign SIM.

Your embassy

Getting back online
Telcel, AT&T and Movistar (and OXXO/convenience-store prepaid SIMs) can issue a replacement SIM or eSIM in Mexico. Mexican law (a since-suspended CURP/ID registry aside) means a prepaid tourist SIM is generally sold with just your passport at carrier stores and airports; a travel eSIM bought online with a passport is the fastest no-store option.
