Emergency numbers
Reporting it to the police
File a denuncia di furto (theft report) with the Polizia di Stato (at a Questura/commissariato) or the Carabinieri. You can start the report online via the Polizia di Stato "denuncia via web" or the Carabinieri multilingual site, which issues a report number immediately, but you must confirm it in person at a Questura within 48 hours. Bring your passport and the phone's type, model and 15-digit IMEI.

Blocking your SIM
These are Italy's carriers - use them if your number is local. If your SIM is from your home country, call your own carrier's lost-phone line instead; nobody here can block a foreign SIM.

Your embassy

Getting back online
Italian prepaid SIMs require ID registration by law - show a passport (EU ID often accepted) at any TIM/Vodafone/WindTre/Iliad store or airport kiosk. A travel eSIM bought online generally runs as a foreign roaming plan and skips local registration, so on a borrowed eSIM-capable phone you can activate a tourist eSIM if you can reach your account/email.
