Reporting it to the police
Report phone theft at any local police station (Polizeidienststelle), or file online via your state's Onlinewache/Internetwache (each Bundesland runs its own portal, e.g. Berlin, NRW). Bring the phone's IMEI (dial *#06# before it is lost) - it is needed both for the police search and to block the device. You receive a case number (Vorgangsnummer/Aktenzeichen) for your insurer.

Blocking your SIM
These are Germany's carriers - use them if your number is local. If your SIM is from your home country, call your own carrier's lost-phone line instead; nobody here can block a foreign SIM.

Getting back online
German prepaid/tourist SIMs and eSIMs require ID verification (passport) under the German Telecommunications Act - either in-store, via video/Post-Ident, or in-app photo ID for eSIM providers. A borrowed device can activate a fresh tourist eSIM if you can pass ID check and reach your account.
